A Chartered Accountant (FCA) and leader in the financial management of heavily regulated, Government funded major projects and programmes. Walter embeds robust financial, project and cost controls into the business plan and strategy, focusing at all times on minimising exposure to risk and optimising stakeholder value.

Leverages outstanding communication and negotiation skills to obtain support for process change and improved controls from non-financial stakeholders and members of the senior management team. Brings objectivity, integrity and authority to the boardroom, with the ability to make and influence business critical decisions at the highest level.

Established a robust change control process at the start of the Crossrail programme, and redesigned the process following Crossrail’s late-stage time and cost overruns, focusing on achieving value for money and satisfying government stakeholder scrutiny.

Headed up the finance function on the executive team of the newly established Network Rail Major Stations division, and worked with the executive to develop a strategy to acquire control of stations from train operators.
